What is TAYplan?
TAYplan is the Strategic Development Planning Authority (SDPA) for the Tayside and North Fife regions.
What councils are in TAYplan?
TAYplan is a statutory authority that is a partnership of the following planning authorities; Angus Council, Dundee City Council, Fife Council and Perth & Kinross Council.
What area does TAYplan cover?
The TAYplan area includes all land within the administrative boundaries of Angus, Dundee City, North Fife and Perth & Kinross.
What is the role of TAYplan?
The role of TAYplan is to prepare and maintain a Strategic Development Plan for the area covered by the four Councils. When completed, the Strategic Development Plan will replace the existing Dundee and Angus Structure Plan 2002, the Perth and Kinross Structure Plan 2003 and the Fife Structure Plan 2009.

Main Issues Report
What is the Main Issues Report?
The Main Issues Report considers the big changes that will shape the next 20 years of our lives. It focuses on the key issues for the Proposed Plan which cannot easily be dealt with at local level alone and are best considered with at regional level where they are cross boundary.
The Main Issues Report is not a draft plan. It presents options for the scale of growth and for where development should and should not be in Angus, Dundee City, Perth & Kinross and North Fife; and it ask for your views on these and other issues. Some challenges are about implementing national responses to these issues. Engagement is more effective at this stage because the options are still open; they are less so later in the preparation process for the Strategic Development Plan.
The Main Issues Report and associated documents were approved by the TAYplan Joint Committee on the 16th February 2010. Some of the decisions require ratification by the four constituent Councils which will run through until 16th March 2010. The reports can be viewed here.
The consultation on the Main Issues Report is proposed to commence on the 12th April 2010 for 12 weeks. Further details are contained within the revised Development Plan Scheme (March 2010) and details of specific dates etc. will be confirmed soon.
Strategic Environmental Assessment (SEA)
What is a Strategic Environmental Assessment (SEA)?
The Environmental Assessment (Scotland) Act 2005 makes SEA a legal requirement on many public plans, programmes and strategies, including the Strategic Development Plan.
The purpose of SEA is to provide proper consideration for the environment by ensuring that environmental issues are considered by decision makers alongside economic and social issues. This is achieved by systematically assessing the potential significant environmental effects of the plan, and recording the results in an ‘Environmental Report’. The process involves regular liaison with Scottish Natural Heritage, Scottish Environmental Protection Agency, Historic Scotland. The SEA is being prepared as an integral part of the Strategic Development Plan preparation.
The purpose of the Appropriate Assessment is to assess the impacts of proposed issues and the spatial strategies within the Main Issues Report, against the conservation objectives and qualifying features of the relevant European sites. The assessment must determine whether the proposals would adversely affect the integrity of any site in terms of its nature conservation objectives. If any negative effects remain after mitigation has been identified then other options should be examined to determine whether these would have an adverse effect on the integrity of a European Site. A draft Appropriate Assessment has been undertaken on the Main Issues Report.
Equalities and Human Rights Impact Assessment (EqHRIA)
What is an EqHRIA?
The purpose of an Equalities and Human Rights Impact Assessment is to help ensure that we do not discriminate and that where possible we utilise opportunities to promote equality, as well as all other human rights and good relations between groups.
The impact assessment involves thinking through the potential consequences of policies and functions on both the identified equality target groups and society at large, making sure that as far as possible, any negative impacts are minimised or eliminated and that opportunities for promoting equality and respect for all other human rights are maximised. A draft Equalities and Human Rights Impact Assessment has been undertaken on the Main Issues Report.

The Proposed Plan will be published in May/June 2011 and the consultation will last for a period of 8 weeks.
